Recent Move to New Server- Sites are Periodically Not Loading

I moved from a CL6 to a CL7 installation with all the same settings between the servers (for the most part). The issue is a site will initially take 30 seconds or more to load. Eventually timeout. Then few minutes later it loads just fine. But some sites load every time without any issues. I've ruled out firewall, apache configurations, (I've compared them) LVE manager (set all to unlimited temporarily) . Nothing in the apache logs that show anything just the normal bot type errors not being allowed. Network communication is fine. Processor and IOPS are fine.. they are barely used. Plenty of memory. It seems to happen at regular intervals. Sometimes it times out at trying to secure the connection (https) I do notice the httpd service restarting itself periodically. I'm at a loss to explain this. I'll have to worpress sites from a reseller on same php versions one will work every time the other will only work periodically.

  Another thing to note - both sites could be wordpress and both have a database.

  One more thing to note it seems to time out at "Establishing a secure connection" even though autossl is enabled. Could this be an issue with a 3 way communication when the SSL cert is checked with Cpanel?

  When the sites fail to load is anything noted in the apache error logs? You can find them at /etc/apache2/logs/error_log
