How to simply add a download link for a PDF file to your website!

Really struggling with this basic task. I have set up my C-Panel and have trialled uploading my PDF in the pubic.html folder, however I cannot seem to just get this file to be a downloadable link on my website. I am using HTML editor to try add it but it doesn't have a PDF button. The closest I have gotten to having it download, the screen said the IP address cannot be found.
