Do I understand correctly that a 10-core + 60GB RAM VPS cost $15 / month but a dedicated Xeon 4-core + 8GB RAM cost $45/month? And if I move to Plesk I'll only pay $10/month for that same dedicated server?

It depends. Solo licenses (The only $15 license) only works on VMs, the $20 and $30 licenses also only works for VMs but allow 5 and 30 users. If your VM will have more than 30 users, then you'll pay $45 up until 100 users, after this $0.2 USD per user.
CPanel and Plesk are owned by the same company, aren't they?

    Correct.
Obviously the point is that I'm looking to move from my VPS to a cheap dedicated, but the license cost is the reason I can't.

    Then don't.

While we do offer different pricing for VPS vs Metal Servers, the licensing model cPanel employs is not based on the resources available on the server, it's based on the number of accounts. This means if you have only 1 account and your server is a qualified VM (no matter the resources available) the licensing would be 15/mo - the licensing for the metal servers (not cloud) is based on the assumption that there'd be up to 100 accounts on the server considering that typically hardware/metal servers are utilized for larger purposes.

I only have 2 accounts with 4 or 5 domains (totally). I understand the domain limit, it's just that you also specify that the "cheap" licenses can't be used on dedicated servers even if that server only has a few accounts/domains. Right now cost of high-end VPS servers are very close to low-end dedicated servers, and not sharing certain resources can be more important than the total amount of resources.

I understand I'd suggest contacting customer service at cs@cpanel.net if you'd like to discuss further, they'd be able to tell you if there are alternatives or point you in the best direction for your needs. Thanks!
