    Changing the strength level for passwords just throws a different error: Security Policy Handling Failed Please attempt to log in again.

    That sounds like there may be a caching issue occurring. There's no way to force change all the users passwords natively. What's output in the cPanel error logs in regard to this? You can find them at /usr/local/cpanel/logs/error_log
