    This may be your issue.
btw this is a shared hosting

With shared hosting, you likely share your server's IP with a number of other domains. If those domains send spam, the IP reputation will be low. A low IP (or domain) reputation may cause your emails to be delivered to the junk folder. Public blacklists mostly list aggressive spam systems, so you can be clear in these list but still have a poor sending reputation. You can check SenderScore.org to see what their reputation score is for your domain. Outlook does not publish sender scores, but if your score is low at SenderScore, you can expect problems at most email services providers. You may also want to setup DMARC reporting to assure that your SPF/DKIM records are working as they should. DMARC allows email providers to send reports about the authentication results for your email. If you use third-party services (billing systems, shipping, payroll, email marketing etc), that send on your behalf, you need to be sure that your SPF is working as it should. Otherwise, you could be sending emails from your domain that fail SPF. Failing SPF lowers domain reputation. There are a number of DMARC service providers that help you aggregate reports. DMARCIAN, 250ok, and EasyDmarc to name a few. Most provide free trials. Lastly, if you care about email deliverablity, do not use shared hosting. Route your emails via a SMTP gateway provider that provides better monitoring or IP reputation and spam issues.

A bit part of Outlook's criteria is based on reputation and a lot of shared hosting is going to take some hits there. Your reputation for that IP doesn't seem to have suffered much - your only hits are related to DMARC as noted by @rackaid You might contact their postmaster here: Troubleshooting
