Getting my file visible after adding to a folder in public_html and create mysql db and adding files to the db through phpmyadmin

Hi, I want to know how i can make a file accessible on my website. i just want it displayed as one of my pages. i have adding the files to a folder in public_html, i have created the mysql database and also added files the db through phpmyadmin. Basically it should display like www.example.com/page. please am hoping to find help here. i also want to learn all about cpanel administration. Am also interested in the certification
