hostwinds.com does not refund

I bought a cpanel license from hostwinds.com for my VPS, but after I bought they told me that I must buy a vps from them to use this license. I was not given such information on the website interface when purchasing the license. When I asked them for a refund, they responded as follows. me: so, cpanel does not refund, not you, right? hostwinds customer service : Yes they won't refund any license fees to Hostwinds, once they are paid. As far as I know, the cpanel license can be revoked and you refund money. Do I know wrong?
