Installation Moodle requires change character set from utf8 to utf8mb4

Hello, I have a cPanel&WHM version 86.0.16. I have a user who install Moodle on his website. And he send installation error: " The current setup of MySQL or MariaDB is using 'utf8'. This character set does not support four byte characters which include some emoji. Trying to use these characters will result in an error when updating a record, and any information being sent to the database will be lost. Please consider changing your settings to 'utf8mb4'. See the documentation for full details. " Is it safe to change character set to utf8mb4 ? Can user via phpMyAdmin change character set for his database only? Thank you! Best regards, Elizabeta

  The user can change this within PHPMyAdmin for their databases. From PHPMyAdmin -> select the database -> Go to Operations -> Collation
