    Hello, When you say:
I just configured a new IMAP account,

How did you configure the account? These folders exist on the same hierarchical level by default in Webmail.

I created the email account in cpanel and then used the auto-configure functionality in Outlook to connect it as an IMAP account. When I look at the account in Outlook on the left side area, all the folders are "under" the Inbox. If I collapse the inbox by clicking the little triangle thingy in front of the inbox, then all the folders are no longer visible.

That's going to be an Outlook specific thing. This is their info on it: Working with message folders in Outlook.com

No. All folders are located under the inbox. Apparently it's just how cpanel email works.

In order to make it work, clients are forced to use POP method :(
