Can't move accounts from cPanel to Cpanel

I have 2 servers: Source: # cat /usr/local/cpanel/version 11.86.0.18 # mysql --version mysql Ver 15.1 Distrib 10.2.31-MariaDB, for Linux (x86_64) using readline 5.1
Target: # cat /usr/local/cpanel/version 11.86.0.18 # mysql --version mysql Ver 15.1 Distrib 10.3.22-MariaDB, for Linux (x86_64) using readline 5.1
I'm getting a LOT of errors: The system failed to grant privileges on the database "x" to the user "y" because of an error: (XID tyh4a2) This system will not add the database user "obazavil_user" to the database "obazavil_yse151rc1" because this user does not have a password.
I saw 2 more threads but no answer... help!
