    Your ip address appears to be locked due to excessive license activate attempts. You can request removal of the lock by sending your ip address to billing@cpanel.net.

    As @vacancy noted and as I noted already in another thread this does indeed need to be resolved by cPanel's customer service billing@cpanel.net will work as well as cs@cpanel.net to submit a ticket.
