Failed to import GPG public key from "/var/cpanel/.gpgtmpdir/cPanelPublicKey.asc": gpg: no valid OpenPGP data found.Following that with error message:

Can you run the following and let us know if the update is success /usr/local/cpanel/scripts/updatesigningkey0 -
I didn't run the command but before seeing your reply. There was 3 bare metal servers on the same IP range and network. 1 server installed and two servers gave me this error. I reinstalled the OS on both servers and it worked fine. I assume there was some problem with cPanel itself and I don't think it was a OS or network problem from our side. 0
