Account Suspension Not Working

We got an old reseller account running cPanel 70.0.69. When I try to suspend a specific account, only its MySQL databases become unavailable. All the static files are still available and there's no "Account suspended" page. This happens for a single, specific account only. Are there some files I should look for when an account is suspended? At what level are the HTTP requests redirected to the suspension page?
