Should ModSecurity Configuration SecConnEngine be set to on?

I currently have Connections Engine SecConnEngine set to 'Process the rules'. I have just added and enabled vendor OWASP ModSecurity Core Rule Set V3.0. Is there something in OWASP that overwrites that. I noticed that I have SecConnEngine set ON and was wondering if I should just leave it like that and if it matters or not. Thanks for the help.
