cPanel Fatal Errors After Update

Since updating to v86.0.23 I'm not able to access File Manager or Visitors in cPanel. When trying to view File Manager for example I'm getting this error: die [Internal Death while parsing ./frontend/paper_lantern/filemanager/index.html.tt 30991] Template::Exception: [TYPE]=[file] [INFO]=[/usr/local/cpanel/base/cjt/cldr/en.json: No such file or directory] [TEXT]=[ cPanel File Manager v3

  Do you have a custom locale or theme installed?

  No, just what is normally installed. I just noticed another problem.... there seems to be an issue in creating or changing email passwords. It's showing /cpsess4012379863/backend/passwordstrength.cgi - 404 Not Found

  I see, this looks to be related to an issue reported but wasn't reproducible CPANEL-33184 where passwordstrength.cgi was not found and caused access issues within the UI. The analyst who found this found that upcp --force
  didn't resolve the issue but running upcp --sync
  did. Can you try that and let me know?
