    Not possible, MySQL cannot be created even if I try in a new-setup account.

    Hello, I checked in on this ticket this morning and found that the issue is related to the validate_password plugin enabled in MySQL. This is not a plugin that is enabled in our default installation of MySQL. This issue did spawn the case CPANEL-31472 but the case was marked as "won't fix" because this is considered a customization to MySQL. In order to resolve this issue, you must remove the plugin. The workaround in the case notes that the plugin can be removed by doing the following: mysql -e "uninstall plugin validate_password;"
