    This issue is related to AWS specifically. You either didn't allow SMTP port in Security Groups or AWS blocked the outgoing connections on your server.

    are you able to telnet to port 25, to the remote email servers?

    It is possible to contact AWS to allow traffic on port 25, you can also set exim to listen on port 26. The documentation here goes over this How do I change my Exim SMTP port from 25?
