No theme available to select on "Edit a Locale" screen.

I want to change some of the wording in the customer's cpanel. I logged into WHM and clicked into the "Locales " Edit a Locale" screen. In the top section called "Locale Editor - Bulk Mode", I selected the "English" local... but there are no themes available for selection. The only thing listed in the "Theme:" drop-down selection box is "/". Is that normal? Shouldn't the theme be "paper_lantern"? Also.. when I select this theme and edit one of the values and then click "Save Changes".... after refreshing the customer's cpanel page, I do not see the changes I just made. Any idea what is wrong?
