Site translation not working with Arabic

Hello dude, I have a shared hosting account from godaddy and also a vps. From shared hosting, i can translate the site to arabic, it works fine. But in VPS. i cant translate the site. it remains in english and the letters are changed from LTR to RTL. What am i missing to configure in my vps with cpanel to enable the sites show in arabic. Help me to fix it. thank you.
