Lock user override ability - not functional

Hello! I manage a Centos VPS with cPanel and 5 active domains.

• CENTOS 6.10 xen pv [cpanel00] v86.0.32

allow_url_fopen = On is required for one domain. I can't enable the local option, as it seems the Lock user override ability has no effect. I click the button in WHM and the button is unlocked. Then put a checkmark for Treat URLs as files (allow_url_fopen) . Then I go to Multi PHP INI editor section, the option is there, and button can be switched. The ini file is modified, I see the option = On. But no change for local value, no matter what I do. It's php 7.3 and I restarted each time the php-fpm process. Any specific bug that I am not aware? Thank you!

  It was also a setting for each domain in WHM, not only the global one. Now it's ON! superficial me :-D
