Can login to WHM, but cPanel won't respond

Just installed a fresh install of cPanel on a new VPS. I am able to login to WHM at :2087 no problem, but when I try to go to :2083 or :2084 for cPanel, it says the server took too long to respond. And for the record, I have root access, but I am a beginner when it comes to this stuff.
