Why don't the big hosting companies have php-fpm enabled?

Hello, I have always known that php-fpm is faster than the default apache alternatives, and that is how I have been able to verify it on some servers that I manage. My question is why the big hosting companies (hostgator for example) don't have php-fpm activated?
