When Engintron is disabled, getting a 403 for a half an hour after server restart

If Engintron is disabled, if I restart my server or I rebuild it from a backup in which Engintron is disabled, i am getting a 403 for a half an hour, after the issue is gone. Why a half an hour, and what could cause that? It seems to be an SSL issue, but I have no real proof...
