Forbidden: Error Message 403

I have recently been trying to start displaying my webpage, and I have added by HTML and CSS files to the public html folder on my cpanel root folder, and whenever I head to the url of the webpage, I receive this error message Forbidden You don't have permission to access this resource. Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request. I was wondering if I could get any help.
