Domain exceeded max defers and failures per hour

Hi there, I've got a client who has just reported most of his emails being discarded due to reaching the max defers and failures limit. I'm failing to understand how this works. The package of this domain has these values set: Maximum Hourly Email by Domain Relayed: 500 Maximum percentage of failed or deferred messages a domain may send per hour: 100
As far as I understand, this domain can send 500 successful emails in an hour, and any emails beyond 500 is deferred. The error I am seeing is this: Domain {DOMAIN.COM} has exceeded the max defers and failures per hour (5/5 (100%)) allowed. Message discarded.
Where does the 5 limit come from when at the package I have it set to 500? LS
