Suspended account (post transfer tool) gives 403 after unsuspension

Hi, We used the transfer tool to move some sites to our new server, but never had any intention to suspend the accounts on the source server. Yet, they were suspended and when we unsuspended them, they are now in 403 mode. Permissions and ownership of public_html seem ok. How can we fix this and how can we prevent these suspensions from taking place initially? Thank you.

  I worked out the live transfer tool changed ips on the source server.
