Public IP does not resolve on newly created Azure VM

Hello Forum; Question: Can somebody tell me how to get a Public IP in an Azure Virtual Machine to resolve to the cPanel control panel? The Public IP address for an Azure Virtual Machine that I created yesterday won't resolve to the Virtual Machine. When I put the Public IP address in the url bar it says "This site can't be reached" I can append :2087 for the cPanel control panel to the IP address and I get the same message. I purchased a license for the cPanel Solo account. The order date is 08/08/2022. See confirmation email image below. I used these instructions: cPanel & WHM for Azure listing in the Marketplace. near the start of the instructions above to create the Virtual Machine. I clicked "Create" then followed the instructions. This is the top part of the control panel for the newly created Virtual Machine: Here is the order confirmation email Thank you in advance.
