High Load ... 16 on a 2 CPU host

My WHM dashboard is showing a fairly consistent 16+ average load recently. I'm checking in because my site responses are sluggish. A few weeks ago, when I was last in the load was 1 or less. My host is an ASW C5a large 2 CPU 8Gb ram server. The process manager shows nothing unreasonable with one 15% process, seven 1-12% processes, and then all very small load processes.
I blocked port 22 using the AWS firewall and again at Amazon locked down my WHM login to only be open to my personal IP.
At AWS, the server load shows 99.4%, but WHM is not showing me this. My OS is CentOS v7.9.2009 STANDARD kvm and my cPanel Version is 108.0.15
Everything else is up to date, and I recently restarted the server.
I use LiteSpeed server for my web services.
I hosted several dozen extremely low-volume rare disease information sites. Most are WordPress-based and run WP-CERBER (free edition).
Could this be a denial of service or hacker/login attack? I'm not sure what to do next.
