Spam Filter - User Level Settings

Hi. I'm new to cPanel email, etc.... I looked over the Spam Filter settings at the domain level where you can add addresses to the black and white lists etc...., but I don't see those features available at the User Level. The only Spam Filter settings I see at the User Level are threshold settings. Is there a way to make available the black and white list settings at the user level so when someone logs into their Webmail account they can add those settings? Or, at the very least someone who has domain level access can add user level spam filter settings? Just want to know what is available or not. Thank you.
