Call account-level API function using server's root password?

Can I call an account-level API function using the root password? For example: Let's say I have dozens of accounts on the server and I don't know their individual unique account-level passwords, but I know the server's root password. Can I call an account-level API function for a specific account and specify the account's user ID combined with the root user password as authentication for the API call? Thanks!
