Whats Prorated Amount? and how come its saying its going to cost 6.45 not 39.99

I wanted to buy a cpanel pro cloud 30 accounts. However it says that total is 39.99 but then it minus a prorated amount for 33.54 and now the grand total is 6.45. Does that mean I only pay 6.45 every month?
