Max hourly emails per domain not working

hi on my server i have configured option Max hourly emails per domain [?] - limit set to 20 but server sent 67 email per hour from domain see attachment for example from my serv .vB.vB

  Hello :) Have you checked the mail queue on your server to see if the additional emails were queued before being sent out the following hour? Thank you.

  in the queue i was over 20 emails I think it's a virus and thunderbeard email password was hacked and system automaticly email sent per minute any sugestions why cpanel/whm Max hourly emails per domain not working ?

  Emails will queue and retry delivery if they fail to send the first time due to the maximum hourly email limit. Thank you.

  cpanel/whm sent any alert to admin ?
