Only CPU usage with 0.0 memory used

Hello, I think this is a strange thing. I've a new dedicated server that use (based on TOP command) only cpu. See this screenshot: .vB It's normal? I notice a more general load average on this machine though a best hardware.

  You might want to check what PHP scripts you have running that might be out of date or working incorrectly in some way. And spiking CPU as a result. nginx is listed there, is it setup correctly?
