Problem with skeleton directory

Hi, I'm that's been around the net for a long time but never really sign up on this forum i have cPanel installed on other servers the problem im having is when i place index.html inside of the skeleton directory public_html its now showing on the other sites with no files in it what im doing wrong.

  The files in the skeleton directory are copied when an account is created. If you add / change something in the skeleton directory it has no effect whatsoever in existing accounts.
