550 significant abuse from this ip - the ip is not blacklisted

Good day I am getting the following error when trying to send emails. SMTP error from remote mail server after initial connection: 550 significant abuse from this ip I have checked my ip against /http://mxtoolbox.com/ and the ip is not blacklisted. Any help would be greatly appreciated.

  Who are you sending an email to, Yahoo, hotmail, gmail?
