who have script or solution when cpu load, port 80 down it send mail thank you

  You do not need to add any script for this. cPanel will already do it. Enable monitoring for httpd in Home " Service Configuration " Service Manager, and you will get an e-mail when httpd is down. You will get an e-mail when load goes over a certain value, based on the value for "Critical load threshold" in Home " Server Configuration " Tweak Settings.
