ACL setting

Hi, When I go to tweak settings on one of our servers and enable: Allow apps that have not registered with AppConfig to be run when logged in as root or a reseller with the "all" ACL in WHM It just magically disables itself again later. Any idea why it would do so? It basically causes issues for some plugins especially Trendy Sitebuilder Admin addon.
