Please help with move file after creation account

Hi in skelton directory i have file filter.yaml how move this file after new account create from /home/user/public_html/ to /home/user/.cpanel/

  Hello :) The skeleton directory is not limited to "public_html". For instance, you should be able to utilize: /root/cpanel3-skel/.cpanel/filter.yaml
