Modify a package taking ages to update

When I update a package to say change quota, it takes about 20 minutes to update and my load increases drastically. Load shows /sbin/quotaon -a taking up 80% CPU and /usr/local/cpanel/scripts/editquota also running. Is it meant to take this long, does it mean anything is wrong?

  Hello :) Browse to the "System" tab in "WHM Home " Server Configuration " Tweak Settings". Is the "Use safe quotas" option enabled? Under software RAID and in certain other circumstances, enabling this option will degrade server performance. Also, could you let us know the environment type and cPanel version of this system? Thank you.

  Yes, it was enabled. Is that why every 4 hours my load increases when it calculates quotas? I don't remember enabling this option. Was it originally on as default? I'm on 11.40 and CentOS 5.10

  The option is disabled by default. I recommend disabling this option to see if it resolves the issue. Thank you.
