cannot use due to limits

I have created packages in my WHM reseller account. But now when I create user account and try to select a package from drop down menu all packages appears in red colour with error "Cannot use due to limits". How to handle this? What exactly is causing this problem while unlimited resources are assigned by root?

  Hello, This is most likely a setting in the accounts reseller configuration. Please review the following documents which should help: Edit Reseller Nameservers and Privileges Understanding Reseller Accounts
