Hello :) Could you elaborate on the method you used to install the UploadProgress module? Are you using a specific script that utilizes it? Thank you.

Are you developing a custom script that utilizes this Perl module, or are you using a script that requires it? You may want to consult with your hosting provider to verify the Perl module is installed. Thank you.

Hello, If your hosting provider allows you to have your own php.ini file, or if you have your own server/vps then yes you can probably modify it. If you are using the system wide php.ini file, and are on shared web hosting, chances are you won't be able to modify it. Care should be taken however as a mistake can make PHP/Apache fail. If you installed the module via cpan, you can also test it using the examples found here.

I highly suggest consulting with your web hosting provider. You can report this issue to them and they can assist you with the installation or possibly review your script to determine what mistakes you are making. Thank you.
