Manage resource utilization

Hi all, Recently I have noted that the HostGator is restricting the resource usage of websites in their shared hosting plan. One of my site is getting 500 internal server error and I have contacted them regarding the same. They have updated me like this : '" In shared plan if the resource usage goes more than 25% for 90 sec. Server tries to reset your connection but some time you will get internal server error. It wont last longer" How they are managing this resource utilization ? Is there any default option is available with WHM ? Thanks,
