cannot send or receive emails

hello Dear Please i cant send or receive any mails I face this problem : There was an error sending your message: Failed to add recipient: [SMTP: Invalid response code received from server (code: 451, response: Temporary local problem - please try later)] i have red many topic about this here but cant do instructions please help me and explain every step to fix it Regards

  Hello :) Your access level shows up as "Website Owner". Do you have root access to this server? If not, please contact your web hosting provider regarding this error so they can assist you. If you do have root access, check to make sure the domain name is in the /etc/localdomains file. Also, try running the following command to ensure proper permissions are set: /scripts/mailperm $username
  Search /var/log/exim_mainlog to find the specific output when attempting to send/receive emails. Thank you.
