Location / Language Drop Downs Blank

The only option I have is English. I would like to add other languages for some of our clients. In themes and WHM the drop down is completely blank. I have clicked the "rebuild the locale databases" link but it is not correcting the issue.

  Hello :) Could you elaborate on which specific area of cPanel or WHM that you only see English as an option? It might be helpful to post a screenshot. Thank you.

  Have you tried forcing a cPanel update? If not, please do.
