New account HTML file not working

Hello All, I got a big problem with my cPanel, after creating new account html file not working, its giving "The requested URL /~visionai/index.html was not found on this server." error, I have deleted and created account again and again but same result, .php file working fine and my old site also working fine only problem with new account. I checked my error log in cPanel and I see this message "Caught race condition abuser. attacker: 504, victim: 518 open file owner: 518, open file: /home/visionai/public_html/index.html" Please help me.

  Hello :) Is the URL only failing to load when using the Apache Mod_Userdir tweak? Have you tried temporarily configuring the domain name in the hosts file on your computer to determine if it still fails when accessed directly over the domain name? Thank you.

  Hello, thanks for fast reply, I just checked with a domain and its worked fine, only problem with temp URL, how can I fix this?
