Block Entire TLD?

Is there a proper...er...cPanely way to block an entire TLD (.eu) from the mail server? Or is throwing this directly into Exim the best bet? I don't want to do this per account/user. I want, at SMTP time, to block all SMTP servers using the .eu TLD.
