Problems Transferring Accounts

I am trying to transfer sites to a new server. The first account will transfer the site itself over but when it tries the express transfer portion or tries another site the connection fails saying the password is incorrect or it says it can't connect. I know the other server is still online as I am still connected via SSH from my pc. Now when I try and test the connection through the transfer portion on the new server the connection fails. It appears as the old server is stopping the transfer from the new server. If I let everything sit for a long while it will work again but continually fails on the express transfer portion and it starts again. I have tried turning off all firewall software and removing anything that could cause this issue but I can't seem to find the solution. Any help would be greatly appreciated.

  Hello :) Check to see if cPhulk is enabled on the source server. If it is, try disabling it to see if the issue persists. Thank you.
