problem with install script

hi everybody my problem is an install.php when i put this hind of file on the server it is not possible to access the file it canot be run maybe i have to much secured with some actions in whm i you have an answer thanks

  Where are you putting the file? On an account you created or somewhere else? Somewhere else, won't work.

  Yes i have put the file in an account I have created on my vps

  What errors are you seeing? What's it supposed to install? A little bit more Info might be helpful. :)
