Create a new Account Ensuring services are online

Well i have recently purchased a server from a canada based company. It is working very fine but after transferring my php version to old one due to some image code issue in currently running php i decided to go back to php version 5.3.28 DEPRECATED from 5.3.28 DEPRECATED. I have only 2 domains hosted at this server which have less then 1% load. But when i am going to create a new account it stuck into the pop-up window which have message "Create a new Account Ensuring services are online" while behind it display [a fatal error or timeout occurred while processing this directive] one more thing let me clear here i am a new user of WHM so give me a solution which a newbie can do easily.   Hello :) Could you let us know what appears in /usr/local/cpanel/logs/error_log when you attempt to create the account? Thank you.
