WHM cpu load warning symbol even tho not over loaded

I am running cPanel/WHM on an OpenVZ vps with 3 cores 4GB ram, for some reason when the VPS gets above 1.00 load it shows a warning symbol on server status. For example -

  That is based on the setting "Critical load threshold" in Home " Server Configuration " Tweak Settings. The default is 1, but you can change it to any value that better suits what you consider to be a load high enough to be a problem.
